Freeport Guild WritsFollow

Anyone help on this?

I've heard that only a limited number of NPC's across Freeport hand out these writs (4 or so) and that u can repeat the quest over and over until guild levels at which point the quests become harder. can anyone support this?

2) does it take alot of quests accomplished to get guild from level 1 to 2?
