I wouldn't be too supprised if you saw an implementation of "/duel" or the Arenas in EQLive, but I severaly doubt you will ever see open PvP. They have stated repeatedly that they have no plans for PvP, and don't intend on making any.
Although the storyline (as you pointed out) would support it, I truely hope they don't implement it.
1) There are already quite a few PvP offerings out there in the MMORPG genre, and it really doens't need another.
2) The game mechanics and balances in EQ2 (IMHO) would not support sucha system and would start the inevitable PvP, "Such and such template is better than mine" nightmare that leads into a slow decent to gaming hell.
3) The EQ line has always been a primarally PvE (Even EQLive, which had PvP in it only had a couple of servers devoted to it) and the primary fanbase of EQ you probably bail like rats from a burning ship if the implemented it on all servers. I know that I would, as well as the ten to fifteen people who followed me to this game would. We honestly have no interest in the "i pwned j0 n00b!!1!1!! im l337 haxx0r!" mentality that seems to go with forced PvP play. At best it would be a "special server implementation" such as the Zeks in EQLive.
If it's any indication as to how they feel about it, on the offical boards the will lock all threads related to PvP.
As a side note about /con. You've always been able to consider all MOBs in EQ... even ones you'd never consider attacking or killing. ;)
