Justice is blind and canot be used as an excuse, it is neither good nor evil in effect but acts as a means of order for both. As to the greater good, well greater good is also synonomous for well being and anyone who is good would never be willing to kill another person just because it serves the purpose of the Law. A good person would be willing to compromise a punishment worthy of the situation without resorting to death. That is what makes a good person weak. Anyone who is capable of murdering a person for the "greater good" of a given society/city is doing an inherently evil act regarless if it is "justice" served or not. This is based on the idea (yes idea because good and evil are just ideas) that murder in and of itself is evil.
