Is there a list anywhere that shows what lvl or how you get different shield using skills? Picked a tower shield that I thought I would be able to use at 11 but I still have not tower shield ability?

No idea about that, but next time you get a choice of items, right click on them and examine them to see if you can use them or not.

The only time you get new skills (ones you didn't have any score in previously) is when you choose classes at 10 and 20. Your rating in the skills you have goes up, but no new skills spontaneously become available.
In the 10-19 range the only class that can use tower shield is Warrior. I don't know if the crusader derivatives (Paladin and Shadowknight) learn tower shield at 20, but they're limited to kite and under as crusaders. The highest any other class gets is round shield, I believe (not 100% certain on this).

Ya I would really like to know if I can increase the armor skills of my mage instead of having to use just very light armor to light armor. I know that I can equip light armor but for the same type of item such as gloves even though the AC potential of a light armor type is greater the acutal AC I would get from it is lower than the very light armor because of my skill level. If I equip the light armor will my skill at it get better over time and be an overall better long term investment instead of a short term gain with the very light armor...?
