Okay, here is the problem. I am a lvl 13 scout and picked adventurer when i did my citizenship quest. I am also capped at max xp for artisan at lvl 9 with 100%+ xp. Where in Freeport can I go to move on to the next lvl of artisan jobs, if I'm even able to. Thx.

You have to refine your crafting class. You need to find a trainer to pick your next catagory, where they are, I have no clue.

You will just have to look around for them.

Well I found the person in Freeport to certify me for my outfitter, craftsman, and scholar. I choose one, said I was certified for the path I choose, but I'm still sitting at lvl 9 with 105% til next lvl. Any ideas? Thanks for any help you might be able to give me.

I know I know! hehe

I just went through this recently and had a heck of a time finding the person. It turns out all you gotta do is talk to a guy in the docks. I believe his last name is Ironforge. Anyway he is standing on the pier in the ship construction area. Its as easy as speaking to him and answering about your chosen path. Once you are done you can level past 9 in Artisan skills.
This only applies to Quenos tho.
FYI...This guy has a wife or sister with same name standing outside a shop in the same zone. She is the one you gotta speak to to get your next tier specialty (so at lvl 19). Figured this out by accident.
Hope this helps.

So who do I talk to in Freeport to start the process of making my choice?

there is a woman npc on the second floor of the crafters association (may have name of building wrong)... at any rate, in West Freeport there is a building on the lower right part of the map... The icon looks like a blue wand/bar/pencil thingy... go there.

Once you declare your Artisan Class (scholar, craftsman, oufitter). Then you need to join the approriate society...
there is a nice little chart/list here. they will give you a quest and shazam!

actually - just about anything you need to kow about crafting/artisanry can be found herehere

aw crap. I found this NPC just wandering around and declared myself a craftsman. Then upon actually doing tradeskills, I realized I'd rather not be a craftsman. Sounds like when I get the artisan 10 ding I'll be capped in all but craftsman?
