Unable to understant some NPC'sFollow

Can anyone tell me what the trick is to understanding an NPC that is speaking a different language? I have several quests that I cannot finish due to the fact that I cannot understand the NPC that the original quest giver sent me to.

You need to purchase a book to teach you that specific language I think... there's generally 1 shop in each of the newbie zones that sell the books.
