How many Overseers are there in the docks area in Freeport? :: Free Realms

I am looking for an overseer in Freeport and wanted to know how many there are in that city. I have a 6th level mage there and need to speak to him (her) and I can only find one (see previous post (Overseer..?)) and am having no luck in locating another. Do I have to go to another place?

The overseer should be on the dock you zoned in on when you started in freeport. he waves and yells at you so its hard to have missed him...

Well, I guess I'm going to have to kill this one off and start over since I go to that one and get the line 'How dare you talk to me you...' line over and over again. Seems to me that I didn't complete the citizenship quest somehow, but I don't know where...

Check your journal, once you complete the quests he gives you he no longer talks to you, giving the same message you just put.

Have you talked to your innkeeper?

Have you got a citizenship request form?
