Sub-Class Armor Quests; A rumor?Follow

I have heard that there are armor quests for each sub-class at level 20. I was even told the NPC to talk to. I went to this NPC and it didn't give any quest or even hint that one was available. I have looked around a great deal thinking that perhaps the person that told me this had gotten the name of the NPC wrong. I have had no luck.

I play a level 20 wizard and would very much like to know if this is true. I can find no reference to such quests here either.
