Overseer..??Follow

I was doing the mage citizenship quest last night and thought I had completed it as it said 'Congratulations, etc..' and gave me a quest of 'Speak to the Overseer at the docks'. OK, I assume it was the one I saw when I got off the boat from the Isle of Refuge. I went to the same one and she told me 'How dare you speak to me you..., etc'.
Was I really at the end of the citizenship quest or do I have more to do? Is there ANOTHER overseer in a dock area I haven't been to yet?
Please help me out here guys..!!
