Without giving away any spoiler info, you can look up how to begin this quest in the manual that came with the game on page 82.

You talk to Cordon Brenland in Qeynos Harbor... He tells you to talk to Remy in the catacombs... Remy is in Vermin's Snye, which is out of Peats Bog... He asks you a couple questions then automatically ports you to a room with 2 royal guards by a staircase, they are about 14-15 level and both attack as soon as you move. I haven't made it past this part quite yet. Can't find anyone on The Everfrost server that wants to switch also... If anyone reads this and does wanna switch send Sakus a message
