App3 skills are crafted by players. you can either craft them yourself or visit a broker and pick em up from other players.

well, all the broker does is list items people have listed from their homes (bazaaring). If you have asked around and no one is making them then you are kind of SOL for thetime being unless you make them yourself. If it is going to be a while before an economy is established ingame so take this time to get some levels with the knowledge that you have some leway for slacking on spells because they aren't abundant yet. If you do see them for sale pick em up but if you don't want to craft then no one can fault you for not having something that isn't available.
