Character Trait Stat PointsFollow

How do the character trait stat points work? How often do you get them?

In EQ1 it was wise for a cleric to start by not putting stat points into Wisdom because it was relatively easy to max wisdom at the end game. Is this the case with EQ2, should classes looking for endgame potential place character traits into non-class defining stats (Eg. Sta for a Cleric)
