They will definitely not be the UAT, sands, and oils that already drop in ST. That is for certain.
What I'm hoping we will hear in the final patch notes is:
Trade in X bloodied hunt logs in your GC for carboncoat or carbontwine, etc
Trade in X UAT to Aurelia for an encrypted tomestone
Trade in X sands or oils to Aurelia for carboncoat or carbontwine
I've been saving up poetics (nearly at 2000) to drop on gear once I know how easy or hard it will be to obtain carboncoat and/or encrypted tomestones. I've got 4 tomestones, 4 sands, and 4 hunt logs. And two oils I believe. Nothing to use them on...
If I base an opinion starting with the knowledge that the patch releasing sands and oils into ST coupled them in with the armors on the weekly lockout, and remember that the developers clearly addressed the issue and said that the carboncoat etc would not be on the same weekly lockout as the armors like the patch before, then the answer seems obvious. Either make them drop in World of Darkness, or make them drop elsewhere. There really isn't a reason to withhold how we would get the items. I have to assume that they released the information in this way because knowing in advance would allow some sort of market shift.

I'm pretty confident those allagan catalysts are for the new weapons. I'm pretty sure they said that you'd need drops from CT/ST to make them so it seems pretty likely that this is it.
As for your trade-in idea, I'm not sure I'd be a fan. I personally got sick of trying and failing to win sands/oils and eventually gave up... it's hard to win a lot on an item when all 8 party members are lotting on it (and as you yourself are in example of, frustratingly enough people lot on them even if they don't need them). If you make it possible for people to trade sands/oils for better upgrade items you're ensuring that everyone always lots on them and people who actually want the sands/oils (even if only to unlock the ability to dye them for glamours) have a far less chance of getting them.
I am curious to see what, if anything, SE does with hunts in 2.5. There's nothing in the game that I personally hated more, and since SE really hasn't done anything with them in months I kind of think SE themselves look at them the same way... but it wouldn't shock me to see 2.5 turn them into what they were when they first came out, either. If hunts have any future, this is where SE will show it. Personally, I say good riddance and let them rot.
