question about swapping PC/PS3/PS4Follow

I have been playing on PS3 and found the quality a little less than acceptable (some lags and some delays in most crowded conditions)
Just for curiosity after the discount on steam I bought the PC version.
At the begin I had problems for logging in (always got my account suspended because I was logging from an other position ... and so for swapping from PS3 to PC and vice versa I have been obliged to get the soft one-time password on my phone that is free).
Further the PC version for me has been a mistake because I did not consider that I have very old PC (at home and office) (at the minimum requirements) with a very old graphics card and the game is almost unplayable.
The question is that I have noted that if Iog-in on PC I have my chrs but the hotbars that I built and the user macros that I had in my PS3 version there are not. I can imagine that the hotbars cannot be the same because on PS3 I have my controller and on PC I have the mouse but why I do not find my macros ?
As I have the plan to buy a PS4 I will have the same problem when I will change the console ? I will find my macros on PS4 ?
Are there other things that change swapping from PS3 to PC ? and from PS3 to PS4 ?
