The Dragoon in this BiS is not correct.
According to that gear you would have:

Which is overkill on ACC (Cap is estimated at around 472, based on many sources and with 473 In Turn 5 you miss .2% of the time)
There are many options using Allagan and AF2 to hit the ACC cap and Max out your Crit this is what I consider the BiS on Dragoon

Scholar BiS Helm is misleading. http://xivdb.com/?item/6089/Argute-Mortarboard and http://xivdb.com/?item/2950/Allagan-Circlet-of-Healing both have identical stats.

For PLD I wouldn't say it's BIS. You're talking negligible stat differences, which depending on block % could change which is better.

I can tell you that SS does in fact matter a lot, and your BIS neglect this can hurt your DPS in the long run. You probably won't feel the difference of SS due to the fact that you rely on macro for your combo, which is not something I prefer not to because there are too many things I can weave inbetween my already relatively fast GCD to increase my DPS. Once the DRG abilities become more useable with patch 2.1 you will need to weave them in even more. This is even more apparent on job like BRD.
In fact I do not recommend macro along the line of two buff one after another straight away. Due to the animation and GCD, I always weave only one single buff/leg sweep in between the combo, to keep the combo going without even a second of stop time.

It wouldn't work with XIVDB. The ToolTips from XIVDB require a javascript file be included to use. If nobody else wants to do it I'll look into it.

If I can get XIVdb.com to work on my home PC, and the board can agree on a list of BiS gear for each class, I'll glady put it together and post it. I used to do such things for the rogue class in WoW when every new tier of content came out.
That's the problem: on some jobs, there isn't agreement on what is BiS and all have valid points for this. Simply listing what is BiS without understanding why the choices were made isn't going to help anyone.
Hence, why the link Louis and I provided points you to several different sources with some detailed analysis for every class.
