To get to the dungeons that have relic do you have to compete the main story?
Simple answer, yes. You also can't do the primal hard modes until you finish the story either.

Where did that come from? I leveled Blacksmith while
Leveling Paladin. I stopped the main story around level 28.
I would never buy a character. I am a legacy player and have played since day 1.

You best start leveling some more :) Also, as an alternative you can get the AF Armor from the level 45job quest, once you finish all the prerequisite quests, of course. Those items are really good until you can get the 50/60/70 and +1 dungeon gear.
