They seem to have blocked off the Legacy servers... which sucks.
I know there are lots of Legacy players who want to join their friends on other worlds, but can't.
And because the Legacy players are trapped where they are, there's no room left on those servers for those of us who want to play with our friends there.
SE should have added a new Legacy server to disburse that population, or they should have given Legacy players a chance to dump their gear/gil and start fresh on other servers with just their levels (or even just 'some' of their levels). Anything would have been better than the current situation.

Is it safe to say that if a specific server (Behemoth) doesn't pop up on the transferable list, that server is full?!!
Who knows? Could be an error. Could be intended. Could be that the server has broken free and obliterated their offices. We don't know.

This is maddening. My character from 1.0 got dumped on Durandal, and I just want to move him over to Hyperion. :( I was able to select Hyperion this morning, but it said he was unable to be moved. Now Hyperion doesn't show up.

It sucks my level 9 character moved in minutes but my main has to wait 3 days before I can try to move him now "I wonder if that's in the fine print somewhere?" After buying discounted peacock ores and darksteel ingots and clearing the salvager guy a few items I put at 1gil yesterday didn't sell. That stopped my main from moving. I went back into the game deleted the items then back to Mog Station I saw the lowbie finished moving but I can only use the service once every 3 days....[This service cannot be used within three days of your last character transfer.

Being from Behemoth myself, i can pretty much assure you that the server is full.
Ultros not able to be transferred on to?
Kinda curious why they didn't just continue to expand world capacity before they offered transfers. It kinda defeats the purpose if most of the worlds people wanted to play on are full. Hopefully they'll at least have the foresight to warn people who might pay for a transfer in the future of that before they shell out money for something they won't get.

It's because they want to force people to even out the servers themselves, or remain where they are and just place the creation restriction again, if it isn't already there.

Okay I finally was successful in moving my character over.
I was wrong that I had thought I met the requirements for my character.
When I was still doing 1.o, I had released my retainers from service before the shut down, thinking I was doing the right thing. However, I guess SE still had my character programmed with retainers that I thought I got rid of. That obviously was not the case.
Go to the retainer vocate and you may see you have no retainers to hire, however when you go to create a retainer, when you have the option to give it it's nickname, the name of your former retainer(s) will be automatically in the nickname field. Once you have recreated them, then try and go back to do a transfer.
I hope this helps anyone else who was having the same problem as I did.

Was also able to transfer this morning without issues.
Retainer still had all my items,
Armoire still had all my sexy bathing suits

OMG you got me! I was sooooo trying to cover up the fact that I wasn't dumb enough to pay for the game when it wasn't worth it, but you busted me

That seems to have helped, as I can now log into the Mog Station. I'm on it right now, but the World Transfer application under optional services gives the same Maintenance page every time I click it. I'm assuming its due to heavy congestion of people all trying to transfer but I can't be sure. ><
Any good FC on Excalibur server? Since SE made me register my character on a Legacy server I can't rejoin my friends on Ultros, so I went to this server. Or is this a server where no one talks or does anything together?

I don't know how 'good' they are, but FC's I see most of (besides the one I am in) are AP (Acension Protocol), PBC (Please Be Careful = Something Awful Forums FC), TMNQ (Teenage Mutant Ninja Quadavs) and SeCo (Seed Electric Company).
My own FC is called Abyss (mainly EU members, but we cover all time zones), we have no recruitment restrictions other than don't be a ****. There are plenty of shouts for FC's in the OF.

Tonberry Knights the people are really kind (and very goofy) However you have to be a very tolerant and open minded individual because it consists of mostly LGBT (myself included).
I will say when I first joined before ARR, I was in desperate need of low level gear and could not find any in the Market Wards (wow I feel old using that term), and one of the members who had a high level weaver had some spare materials laying around and made an updated piece of body gear free of charge. So when I say they are kind, they are kind :)
