Not to sound elitest - because I do not think I am- but those who arrange and pre-screen their party members rather than filling spots may sound elite and take twice as long to get the party started- But once the party is off the ground they are also more likely to clear the run faster and without having to swap out those who can't perform. Accepting any player you don't know provides some type of risk in party creating- if you are requesting people who have cleared the content before and spent time gearing up their characters you may come out sounding like l33t- but truly are maximizing your time. And that's what it is- your time to play and do what you want.
Learning runs is tough- it's that Catch 22 of "Can't get a job without experience- can't get experience without a job". Luckily you have Duty Finder- if you aren't forming your own party you should leave expectations at the door when you hit "register for duty". As others have said you can also shout for learning groups or story mode groups just as easily has the guy who shouts for veterans. I'd suggest making friends that are not fully geared and want to invest time in gearing up so you travel your end game path together.
