I'm not sure transferring my JP server alt off server is worth not being allowed to log in for possibly a couple of days.

This. The only thing my legacy character has that my main on Lamia has not surpassed is my Giantsgall sword from 1.0's version of Skirmish.. As much as I miss my coral-theme Master Sword, once I manage to get my hands on one for my ARR character, my legacy character won't have anything I haven't already reacquired.

Ok I have a real important question. I'm a FC leader and plan to transfer. I simply can't just leave my FC as it wont allow it. What should I do in the position? Id be happy to promote someone to master but I don't recall that option. I also dont want to just dissolve it since other people are going to stay on the same server.

You know, that's a great question... Can a new character on a legacy server transfer to a non-legacy...

On one hand, they could say no, the presence of someone who had access on a legacy server could disrupt the fresh ones. Yet those on legacy have had as much time to level as those not, so I don't see why they would restrict them from moving to non-legacy. There obviously has to be a flag on legacy accounts (hence the rewards given to them), but really, that's going to be an interesting question to see answered.

I'm getting the feeling the answer would be no, otherwise, the exploit would be:

1. Start new character on Legacy server.
2. Load up said character with every conceivable crafted multi-melded endgame gear readily available on a Legacy server and any other items of value sure to be rare on a fresh start server.
3. Transfer character to new server.
4. Get to 50 in a few days with the new character (if you haven't already).
5. Pwn.

It's still pretty much against the spirit of a fresh start server. Someday, this won't matter, but we haven't reached that day yet.

Doubtful that they don't(yet again) follow WoW's model here. You'll likely be restricted in having to attain a minimum level as well as a cap on the amount of gil you can carry with you, possibly related to your level also.
