error 3102 Japanese ForumsFollow

I've read on reddit that there was an actual response by the devs to the 3102 error once NA people started spamming the official japanese forums... though I don't read japanese. Anyone have any information on this? Google translate won't translate the page, and it's almost impossible to copy and paste random bits with site lagging so horribly.
