Also if you want to add more hotbars you press and hold r1 (the button that toggles hotbars) and options will come up above your hotbar the numbers stand for a hotbar. If you don't have hotbar 3 select 3 and you will get hotbar 3 empty and ready for actions to be placed. I hope this helps.

for me on PS3 the biggest issue in fates isn't targetting its that the game loads all the player characters and then the minions and chocabos before the mobs...in a lot of fates before those load they are dead.
