FOP / FOHFollow

I know this is a newbie question, but its been racking my brain all day at work today.

How does one obtain a FOP or FOH, and is the Jacina's sash FOP the same FOP that I see clerics dropping in Avalon City quite frequently?

for PvE, you can essentially buy a combined FoP/FoH with the tinderboxes. They restore power, health and endurance.

The Fountain of Power ability of Jacina's Sash is /use2 command available every 15 minutes which restores 25% power to everyone within a medium sized radius...nice, but quite different from a Perfector's FoP.
