Infil specs + moreFollow

hi all was just wondering if this spec is good so far, for a briton infiltrator speced in slash lvl 13.

stealth 10
slash 10+3
CS 12+2
DW 3
envenom 5+1
all below with item bonuses

str 92
con 76
dex 96
qui 76

the remaining stats do not serve me much from what i can gather..

On another note had a question pertaining Bonus % on enchanted weapons and armor.
Is the highest bonus % 5% for wpns and armor?
What does it add to my damage and defense to enchant these items.
