It has not and during the exp event keeping your skills leveled up (especially at low levels) was basically impossible. At higher levels though it wasn't too bad as long as you started out close to the cap.
Now that the event is over it should be reasonable to keep your skill ratings close to the cap at low levels and easily capped at high.
And as always, certain skills (combat skills, evasion and parry if you are tanking) are easier to keep up then lesser used (often magic) skills. Importantly, however, there are a number of things to help you with your skills.
Items that increase skills are available in exchange for RoE sparks, and can also be bought on the AH. These provide an automatic skill gain is if you had just performed an action that would cause a gain (i.e. swung sword or cast spell and got a skill up) and will provide between 0.1 and 0.5 skill for every use; however, as you get closer to your level cap, the maximum value gained will go down, with each use eventually giving only 0.1 if you are close to cap.
Assorted gear is available that increases skill rate gain. Some is available for sparks (I think only lvl 99?) as well as a few earrings.
There is also food available now that will increase skill gain. Additionally, most food now lists the bonuses provided in its description.
