You can pick both your race and starting kingdom, so a Hume can be in San d'oria and a Elvaan can start in Bastok. It doesn't matter.
Only thing is, if a race starts in a town which isn't their main starting place they wont get the kingdom ring.
But you can get them later in the game.

First of all, everyone no matter what race or job gets the ring of the kingdom they start in. And I don't believe you can get the ring later because they are not tradeable. I just hope you understand that you and your friend will start in different servers, unless you get a world pass.

Once you reach rank 3 in your nation of choice you can purchase the rings with conquest points. Unfortunately by then they are not so great though.

This is not true. I started a Tarutaru in Bastok and he did not get a ring. I also created a Hume once in Windhurst and he also did not get a ring. The race you choose has to correspond with the cities' primary race, or else you don't get a ring. I personally didn't care though since by level 14 or so you'll probably be buying new rings anyway. So just pick whatever race and location you're most familiar or comfortable with, and like some people said you can buy the ring later anyway.
