Zone Level ChartFollow

There are level 1 mobs in the mountains of rathe.

Shouldn't the chart include level 1s for that zone?

Should yes.

But if no one feedbacked on the rathe zone page (or direct to someone at Zam) it makes sense that it would be missed.*

*Level 1-10 area of Rathe came with the froglok tent city "revamp". This wasn't done ...with a ton of care?... as many quests were messed for a while, particularly the ones relating to the then-added classes like SK.

Also, in some cases (but not necessarily Mountains of Rathe) the recommended level range for a zone may purposely be higher than the lowest level mobs in the zone.

An example is the lvl 80 hotzone (atm) Hills Of Shade, which has mobs mainly in the 78-83 range. Yet there are some lvl 20 ish Turtles near the shoreline.

I would not necessarily want to recommend Hills Of Shade as a XP zone with a level range of 20-80 as it is very unsafe for lvl 20-ish characters to go and hunt for XP there because of the high level mob risk, despite having some lvl 20 ish mobs in the zone. So in the case of HOS, the recommended level range of 80-80 is good advice imo.

I think you're getting hung up on specifics. The zone chart is what is a good level to adventure / experience in the zone. Warsliks Woods is not a good zone for 1st levels. Rathe Mtns could arguably be considered a good zone for first levels, but I never see 1st level Frogloks (Gukta) experiencing there, even when it was first revamped. They'd travel to PoK and pick a better starter zone.

Like Hexeez said many high level zones have lower level mobs not included in the zone chart. Halls of Honor has a few 40s level mobs, but they are mostly used for Dire Charming, and back in the day, you couldn't get into HoH without raid progression until 62, and 45 or 46 at a minimum even with raid progression flags, so why would you consider it a 40s zone for about 4-8 mobs in the low 40s?
