I don't see how the PROMISED RESTORATION family of spells is any kind of replacement for COMPLETE HEAL because PR cannot be chain-cast due to its very nature. Casting one PR on top of another just further delays the promised heal!
If they upgraded COMPLETE HEAL even just to 60k (the more the better)) it definitely could be used on hard-hitting named mobs as long as a large enough number of clerics were working together in a chain.
A COMPLETE HEAL chain was always a tedious task for clerics but when it was well-handled it worked literally "magic" on fighting boss mobs that could otherwise tear even a well-geared tank apart in seconds---as long as he had enough HPs to survive "instant death" in the form of a one-round attack.
No offense here Sippin but you didn't actually play a cleric as main during that period, did you? I did, and it was easily the most boring and monotonous experience possible in something that calls itself 'entertainment'. There was a reason the cleric burnout rate was so ridiculously high at the high end back then. During PoP, on several servers (Veeshan, Mith Marr, Tunare, Torv, Xegony, etc), when a cleric looted a
Blackflame Sphere, there was almost a guarantee you'd see that cleric on PlayerAuctions in record time. Couple that with the typical 'none of the credit, all of the blame' attitude that existed in many guilds and it's no wonder everyone always found themselves short on that particular class.
Ever notice how when clerics burn out or switch mains, it's almost always to a DPS class? Going from the most boring class in the game at the time to one of the most engaging and exciting roles in the game, makes perfect sense to me.

Its a good thing CH has been phased out. Back in the day healing on a cleric used to be unbearably boring. CH CH CH CH CH CH CH CH oh wait the DPS took damage start casting a HoT... NVM druid got it CH CH CH CH CH CH.
On poorly geared tanks, you'd have to cast an elixir between CHs but yeah, this was pretty much it. You could use lights but then you'd be inefficient (and it still wouldn't be fun). They added the proc hammers and it still didn't improve anything because if you're meleeing, you're not regenning mana at a decent rate (and Yaulp was abysmal for anyone with a decent sized mana pool) and eventually the group has to stop because you're low on mana.
Yeah, CH chains were "like magic"......except for the people actually doing it.
EDIT to add:
More on topic, my 95 cleric's lineup is:
1) Promised Restitution
2) Fourteenth Catalyst
3) Zealous Light
4) Fervent Renewal
5) Word of Rehabilitation
6) Elixir of the Beneficent
7) Zealous Elixir
8) Divine Invocation
9) Shining Armor
10) Galvos' Retort
11) Unified Hand of Credence
12) Hand of Faithful Infusion
All Rk II except Zealous Elixir which is Rk III (she was on Tunare before I moved her and I've raided a little with her). The last two slots are the hot swap slots so can change, but most of the time, those two spells are there.
