Guild HallsFollow

I have seen the guild hall that has multiple floors and numerous rooms, they are attached to the left entrance to the guild hall.

Please can some one explain how you set one of these up from the beginning to the end. I can figure out how to outfit it but not get it to work or how to find the huge guild hall's i have seen.

I have been searching for the information on them but for some reason there is very little on it just like the Fellowships and a few other items that was given to us with now info on how to set up.
