If I recall correctly, that was in reference to an Emulator server (Not an Official SoE server) and the thread got nuked since Emu discussion is a no no here. So, I'll stop there.

Trakanon is so dead it is nearly new... it's a regular rules server they launched new about a year and half ago. No one can move onto it, and some got to move off recently. I did a /who all 80-90 there the other night and got 8 hits. Baz had 5 traders in it. Anyways, maybe it appeals if you plan to solo alot and not rely on outside help of any sort.

On the other hand, the time-locked progression servers are still in Velious. There is still low level population and if you guild up wisely you can either slow-go-casual it or raid with the elite. Whatever your thing is. Those servers should be healthy for a few months at least as I don't see content issues vs. boredom until PoP at the earliest for the population that remains there.

Not "Velious" you should look into.

The time-locked progression servers are Vulak'Aerr (sp?) and Fippy Darkpaw.

Those are the servers that are still in the Velious-era of EQ; meaning they only have Classic, Kunark, and Velious expansions unlocked.
