Haflie ranger as in Half-Elf or Halfling?
I am pretty sure I've seen Half-Elves run around in full suits of newbie armor in the Greater Faydark area

It will require a full patch. With hundreds and hundreds of quests to go through, every single step to verify (even if we get a report, we still have to verify it ourselves) the QA team put in a heroic effort to make this happen. They took the extra step of verifying every single quest regardless even if it was known to be working, to make sure that there were no other issues. We'll let you know more when the next full patch gets closer.
