i found a few but was wondering if anyone knew off hand some quest that give out free bag/box's that are used for the quest combine that i could use to keep in bank or on my toon im rolling a new toon and will have no money looking for as many as i can get my hands on thanks :)
Most quest items are lore .. u can have only 1
If you start in Crescent Reach zone go to the bank area and find Geerlok Clockwork Merchant IV behind bankers. This merchant sells Delux Toolbox, 10, Giant, container for about 1 plat. He is conveniently located to fill up your bank slots

I'm not quite sure why you would want this info unless you're rolling on the new TLP server.
Backpacks are cheap, and as ecidew mentioned, vendor sold delux toolboxes are a great way to buy lots of inventory space. Putting together 10-100 plat on a new character is at worst a matter of clicking on the "tutorial" button and looting kobold barrels until you collected enough forlorn bows @ 1 plat each.
Aiden Silverwing, outside the guild lobby in PoK will at some point give you a 10 slot, giant, Silverwing Lockbox weighing only 0.8. I'm still using this as a backpack. You may need to be level 20+ and I am not sure at what point in the quest progressions he hands you the box.
On the progression server though... yeah this would be useful info. Here's one I found: In neriak commons, the Fleshweaver T`soma standing by the waterfall between the initial zone in and the first gate will hand you a 4 slot bag if you hail him. He wants you to combine luggald flesh in it he'll never know if you don't.

NPC in Misty Thicket gives the Bug Collection Box which is 6-slot Medium capacity. If you're willing to do a little work, lesser kobolds in the Warrens drop the Kobold Shaman's Pouch, a 10% weight reduction quest container.
The info for the pouch is flawed; you can get it off level 5-6 lesser shamans.

you can easily get some quest bags and boxes in qeynos and other cities by hailing the various GM that give out the newbie armor quests. Most boxes are 8 or 10 slot but not all handle giant items. In addition in qeynos there is one npc that gives out the tax collection box. 10 slot box, wont hold giant, maybe not even large but great for storing ts items like silks and ore. NPC is located in S qeynos, 2nd story of a white building. Quest iirc has "Tax Collecting" in the title.
If you are looking at bags for bank, trader satchels are a few gold cheaper than the deluxe tool box.

If this is Fippy server related, some of the options many not be available.
One of the Druids that first taught me to play used the largest sewing kits as bank bags. I believe the reason was Deluxe toolboxes came out after he had already done this.
Luggald sack shouldnt be available on progression until LoY is unlocked... but that doesn't mean it won't be.
Humanoids in several lowbie areas drop not so great bags pretty good (thinking of Warrens Kobolds and wanting to say Crushbone orcs --but my memory isn't perfect on this). But again, that is something they may haved added later in the game timeline.
Even the newbie gear quests shouldn't technically be available on progression right away. Someone that played the previous progress servers might be able to offer better prediction on this.
All of that assuming the OP query even has anything to do with progression server new characters.
