Assuming you are talking about this tattered note, then:

Right-click and hold on the tattered note icon, to bring up the text window. The text on the note will tell you who to deliver it to. Generally, it's the class GM in your races home town (not necessarily Crescent Reach if you picked Crescent Reach and are not a Drakkin race).

If you wait 6+ hours, you can hit Return Home, assuming you didn't pick Crescent Reach as your start city (is by default), and it will take you to very near the NPC you need to see.

The quest is not really worth doing, as all you get is a 2 or 3 AC tunic, no other stats, which is basically the same as a cloth shirt you can get off of low level skeletons. And XP is about 5% at level 1. Killing any single mob will get you more xp.
