Halloween Quests, maybe?Follow

There's a new (to me, anyway) mob in Loping Plains called "disturbed earth", and it looks just like what it says, a pile of freshly turned dirt. Is this something to do with the Halloween quests I've heard rumours of, and if so, anyone have any info?
