Do you really think SOE is stupid enough to force PVP on people, lol? If zek is merged again with a different server, the resultant server will not have a PVP ruleset. I played on FV, for a really really long time. I like the ruleset. But it is not a healthy server. Keeping FV a no-transfer server will mean that sooner or late a majority of the people who have stayed so far will leave due to population issues.
Thanks to FV's population trends over the last six years, it's really incredibly hard for a group player to be on FV if they don't at least 2box. If adjusting FV's ruleset in a way that allowed nonboxers on the server to not continue be stuck in a hellhole for some reason made every remaining multiboxer on FV quit, then byebye multiboxers. I box, a lot. I either 2box or 3box most of the time, and occasionally I 4box or 5box. But even still I think, and suspect almost everyone who isn't insane in the membrane would agree, that ******** every remaining nonboxer on FV is not a good plan, even if it makes the occasional oddball who boxes a group unhappy.
The best solution, IMO, is probably allowing movelogs off of the server. Allowing movelogs on to the server would hose up the (complete joke of an) economy too badly. Let people who want to move off the server move off the server; let people who want to stay on the server stay on. When the server reaches a point where it is no longer economically viable, shut it down and let everyone transfer to a server of their choice.
Special ruleset servers have been shut down before, and it sucks. Sullon lost the core of its ruleset, and Stormhammer was completely obliterated. Both cases upset plenty of people. But they were absolutely necessary, and the situation that FV is in today is at least as bad as sullon's, and far worse than stormhammers (since players have no option to leave.) I wish FV were healthy today too, but it's not. It's a bad situation with no great option, but it cannot be magically turned in to a good situation by ignoring it.
A merge with FV would not work well and was what no one was expecting, but allowing FV to remain in it's current state is an absolutely untenable option. For that matter, it's been a very bad idea for at least the last three years at this point. Inaction just completely hoses the people who are left on FV who don't box.
Since they explicitly solicited feedback about FV and Zek before this round of changes was announced, I expect we will hear about their plans for FV and Zek within the next month.
