No, the claim is different. That is for the freebies you get over time from purchasing expansions, LoN loot cards and Station Cash purchases.
You can check your current time towards veteran rewards by typing /played in game. It will give you an approximate time. The veteran rewards are not really fluff. The first one is Lesson of the Devoted, which gives you 30 minutes of double XP once a day. Others are a gate back to the guild lobby, you can summon a banker (or is it a merchant? I forget). You can raise all your stats and resists to the cap once a day for 5 minutes. Things like that. The rewards are specific to the years you have paid for the account, not account age. So breaks where you closed the account and the first 30 days free don't count towards the rewards.
PLEASE NOTE: You can only claim the rewards on the same number of characters as you have rewards. So if you have the first 2 rewards, you can claim them on 2 characters across all servers. If you claim them and then change your mind, you cannot transfer them to another character and if you delete a character with veteran rewards, you lose them forever.
Legends of Norrath is a card game. You can access it from inside EQ or through a stand alone client. It's sort of like Magic the Gathering if you ever played that. When you buy booster packs for LoN, they have a chance to contain a special card that allows you to claim a specific piece of loot in game.
