Twilight Sea quest mobsFollow

I'm just coming back after a long time away and I was going to get the staff of ethereal energy for my wizard, but I can't find Bertol anywhere in Twilight Sea. So does anyone know if this old quest (Grave robbers) has been nerfed or is it just that because Twilight is a current hot zone that they won't spawn?
