To my knowledge yes. Also to my knowledge test server maintains its devout followers. There's even an alla poster or two that plays there --though I havent noted them posting lately?

Buy the last expansion (or wait till Underfoot comes out) and you get all previous expansions included.
Depending when you last played: big changes to AAxp on regular servers. Hotzones, lesson of the devoted (1 year veteran reward applicable to a character) and xp potions (if you choose to use the sony currency thing) make xp... pretty easy compared to say Ykesha era or, the dark ages of Kunark (love that expansion)
Also, Mayong 51/50 server lets you start at level 51 with maxed skills, great gear and 50 aa to spend (not at 51 if you are smart).
Yes, it has free expansions, bonus to exp, and free transfer from what ever server your on of any character you want(log in the toon you want to copy and /testcopy).
