In the past I played two different enchanter "mains" past 60 without getting dire charm. If the character is going past 59 in a short time... it presently offers little return for the investment of AA.
But: If you were going to multibox a set of characters that were going to pile up some AA at 59-61 including a chanter, and wanted a safer way to maintain the addition of DPS via a charmed pet... then Dire Charm might be worth that person's while.
However, if they are even pushing up to 65 and stopping I wouldn't bother with it. Probably better off rolling the buff-bot chanter on the same account as a non-KEI desiring member of the box-team and replacing the Enchanter with a heavy-dps class.
And I say this as a big fan of Enchanters in EQ.
