I just bought a Gnollish Chain Helm in Bazaar, nice stats as it but when I took to the fellow next to BS building he just gave it back to me, no upgrades on it.
Is he the right person for my Ranger to go to?

What you need to turn-in are, Glowing Athlai * from the currently revamped BlackBurrow for Gnollish / Enameled Black armors, and Glowing Othni * from the currently revamped Lost Temple of Cazic-Thule for the Rubicite / Restless-hide / whatever the silk is called armors.
What you bought, is the same as what you'd get for turning-in a Glowing Athnlai Hat, which is what had dropped last year when BlackBurrow was revamped, with the only difference being, what you bought was Attunable, and the items you get back from turning-in the Glowing is No Trade and not Attuneable.
The one items you can turn-in after getting an item, is the bracers and wristguards to swap between them (one for Poison focus, and one for Disease focus).
