Does anyone know exactly how to approach the drunkard in Kelethin? His name is Tandan Nybright but I can never get him to do anything but ask for money (and then refuse it).

You give him a bottle of elven wine. He then tells you about his daughters and asks you to kill them.
Look off to the left hand side. See the bar for quests? Go to it and quest by zone. Starts in greater fay.
