On the AA grind on my Nec I just noticed something that should of jumped out at me. I maxed innate elightenment and have 2 levels of planar power bought and my INT has not gone up 1 point. Not one. I am geared mostly from drops I picked up along the way so I cant believe I am maxed.
Was there some Don mission I needed to raise my cap? I have a vague memory of one of the first tier missions that expaneded you wiz int.
Any thoughts?

If I remember right, those just raise your caps, and I think you understand that, so bear with me. I think your problem may be you simply havent reached your caps yet. Maybe? Otherwise, this is the first time I have heard of anyone having a problem of this sort.
I also believe, that the DoN progression reward simply raises your caps.

Also dont forget that you gain a higher max of INT with higher levels. So you may just need to get to a higher lvl. Dont forget the new heroic gear/augs that adds to max INT. Plus some buffs increase your stats over your current max.
Its a gear thing. I'm 80 and as I said almost all of my gear is thing I killed my self. I found several slots with no+ to INT at all but nice FE.

The +12 OoW augs or the DoN merchant augs make nice fillers and used to be fairly cheap.
