I just made 2 drakking characters tonight. I'm 2boxing them and both have done the exact same quests. On one character I can get the breath quest but on the other one I can not. One is black dragon and one is green. Can get the black but not the green. Both are speaking to the correct dragon. Anyone got any suggestions?

you have to get the quests from the right guys, in the council hall is a counciler for each color, get the starting quest from them, to be able to talk to your dragon, once you finish, you get the quests from the dragons... You do the SAME quests, but you get them from your color.
To clarify, you have to get the quest from your dragon type, but they are the same quests.
