If I was you, having been in this situation, I would (keeping in mind that I am not you...) roll an alt --something useful and/or fun like a ranger and find out about the current status of the server by playing around. You will get invited by the lowbie guilds. My unguilded low alts get random guildinvites (I don't take those myself).
The reason being, guilds vary hugely in their purpose and effectiveness and some guilds (sadly) have earned a bad rep. This new low alt will find out pretty quickly which guilds are being clowns in the 10-40s zones. You won't see the high end people or raid guilds this way but you should meet some good people. As a 51 cleric main you can benefit from having up-and-coming friends.
I'm not a big fan of guild-hopping so I think its wiser to do some homework, but that's just me.
The cleric can be a lot of fun. I suggest looking over the spell list (especially 45-52) to make sure you have stuff that may have been added or changed since you last played.
If you find Fennin Ro not busy enough I suggest making an alt on another server before moving a character. Bristlebane gets my nod as a solid server with far more good guilds of all types and minimal clown-types.
