Unless they add a new race with a new starting area I actually hope they don't add any new content under level 65. I'd rather see them shine up the 100s of amazing zones they already have for that level range.
I say this as a player that has only broken 65 once (I like doing aa). I love alts but tend to delete them in the 25-40 range. I don't box and have no difficulty getting levels. I find once I hit 51 the need for a partner or group starts to increase (depending on class), before that not so much.
I soloed a cleric to 51 with so-so gear and about 5% of the effort it took to get my original cleric to level 34. The lowbie game is sparsely populated but not too hard.
If I rerolled on a new server with no plat I predict I could be level 50 in less than 60 hours on nearly any class. That's playing 5 hours a day for less than 2 weeks (less than the average televison watching). A really good player could do it in less than that, a multiboxer PLing could do it even faster.
Players that focus on a single character and get in a good guild (and are a good guildie) have no problem progressing to be up in the levels with the majority. Lots of players my ranger (abandoned at 51) levelled up with were level 70+ a couple of months after I stopped playing it. My new account necro main would be level 80 if I didn't enjoy diversions.
