I've searched here on Alla but I can't find anywhere that covers in more detail what some of these AA's actually do.

For example, the General ability called Combat Agility. It allows you to get up to 23 ranks in it but the descriptive text in the client only say what the first 3 ranks will get you - what the hell do the other 20 do?

There are several AA's like this whose function aren't clearly defined. Any idea where this information is?

As the description in-game says, addition ranks further increase this effect. I don't know any single site that lists the further details, as most of these are discovered by parsing. The Steel Warriors site is probably the best place to look for the melee type ones.

As a general rule, you can assume that ones you can buy at 65 or lower have more bang / rank than the higher level required ones, in the same line.

I don't know any good sources for the caster / healer lines off the top of my head, but I'm sure someone else knows :)

I think this sight has some good info on AAs for Pallys, and Shammys. Because some of the AAs apply to all classes you can gdt some good info. http://samanna.net/eq.general/buffs.shtml
