If using mana pres IV focus and Affliction Efficiency IV focus, will you effectively reduce mana used on det. spells by 35%, or will it just use the greater of the two?

The higher one will be the only one to affect the spell. But since the one if only for determinal spells it will only affect those. While your mana pres IV will only affect heals, buffs and what not.

Yeah, thanks. I kinda thought that as I watched the messages from my focus items (after I posted this) and I never got both of them on casting dots.
