To Haste or Not To HasteFollow

I'm still fairly new to being a warrior, and I've been told that "haste" is very important (gets the weapons flying faster). However, it's been said that if you have one item, say, a belt with 33% haste and another item with 25% haste that the result is not 58% haste but in fact still 33% (the higher of the two). Is this true?
2nd, if you have an item with haste and you attach a haste augment to it would that increase the haste??

Only the highest item haste effect takes effect, and augment haste counts as item haste and does not stack. If you have 33% haste on your belt and 25% haste on your gloves, you get 33% haste. if you have 33% haste on your belt and a 25% haste aug in your belt, you get 33% haste.

Also, Tribute haste counts as item haste. If you have a 22% haste belt and purchase the 15% haste Tribute, you're just wasting Tribute points.

The basic haste stacking rules are (1) Item/Augment/Tribute + (1) Spell/Song/Proc Effect. There's other songs and effects which stack but you won't encounter them until you're in your 50's or above.

So once you get an item you like getting another with haste would be pointless unless higher...gotcha! Potions with haste..that like those potions you can get that says "speeds up your fighting?" So they stack.
Which brings to mind weapons attack delay..the smaller the delay the faster you use it, correct?
Given that...if you have a weapon that does 10 points of damage with attack delay of 20...and another with damage of 12 but attack delay of 24, in your opinion which would be the better weapon on these factors alone?

Potions would stack with items, yes. Generally, anything with a spell icon associated with it with stack with items but spell icons won't stack with other spell icons (until you reach a point where "overhaste" spell/songs are available).

As for delay, the traditional wisdom is that you want to lowest delay weapon in your main hand. You get a "main hand" damage bonus applied per hit so, the faster the weapon, the more "extra" damage you receive.

You need to apply common sense, of course. I wouldn't mainhand a 3/20 dagger and offhand a 13/22 sword.

Sage advice...thanks! Now i need to find me a sword that hits for 50+ with delay 10 or less, hee hee.
