My laptop and its struggle to run EQFollow

I was wondering if I could get any advice how solving this problem. Evertime I launch EQ and I get the option to press play or not I do. Then after a while I get the message "This application has failed to start because d3dx9_30.dll was not found. Re-installing the application may fix this problem." I've reinstalled EQ many time with 3 different setds of discs and that did not help and I've also treid to a complete file search and that didn't tell me that anything was missing. So if anyone know how to solve this that would be great because I would be able to get on a whole lot more often and I would really appreciate it. Thanks in advance and have a great day.
