I am in search of a snare and or root procing weapon useable by monk, and preferably low level proc like 30 or 40 ish
Might even settle for stun if i cant find anything

Only two snare weapons that I know of are Anklesmasher and Sap Encrusted Branch.
There are several clicky items, but none that I know of with unlimited charges that are Monk useable.

Get some Slime potions from a Shammy if you cant get the weapon. And remember Monks get Snare AA.
