My RL wife plays a lvl 69 Necro with aprox 6k HPs and Mana we have all expantions and would like to know where are good places to solo or duo with 69 Cleric,
We have done the Bears in Icefall recently and that went well and the mobs were yellow and red to us at 69 and we gained 1% exp per mob.
But where would you go and what mobs would you kite.

You might try the undead in Direwind, The Nest instnace from DoN or the 69.1 mission from DoDh. Direwind was netting me 1-2% at your level as well as the 69.1, the Nest instance I'm not sure about regular xp but as for aa is was 7% at level 70. Oh if you do the nest mission I would recommend bringing the cleric because they cast tash and that can really hurt trying to med.
Go to the greenhouse in Katta Castrum, the shissar at the greenhouse do not summon and its great exp. You also can get a quest to kill 20 shissar, and another for the drops from the Greenhouse Shissar. The quests offer additional exp and also faction for the nice gear offered by Katta Merchants. I have seen necros as low as 66 kiting these mobs with no difficulty. They do not have alot of HP, though they hit hard and snare if they actually catch you.
The outer ring in Katta Castrum makes it the best kiting zone period. There are huge expanses with no mobs. The trick is to figure out which mobs do not summon or cast pets in battle and other tricks that make kiting difficult. The shissar at the Greenhouse are all kiting safe, and some of the shissar at the dozen or so other camps are also kitable, the Shissar Arbiter for sure, but mixed in wiht those are non kitable shissar and healres, etc. The zone is so huge that it is common for you to lose aggro from a mob just by running from it without even crossing 20% of the zone lenght.

Depends on what you are looking for. If it's xp, I'd stay where you are. For RK2 spells i'd go kill the spiders in icefall. For cash/vendor trash TBS sissar are great if you can find the greenhouse uncamped.
You may want to consider staying with the bears till you both have 2 of the quest bracers from there, unless your current stuff is better.

Like Cilrail said, make sure you do the bracer quest for the bears before you leave them.
Heck, if you are looking for goals, then you may want to complete the bracer quest twice (each) and a mammoth tusk quest. Completion of those three quests will give you enough faction to do the very easy quest that will result in this item. If you are at about 6k mana/hp then this is likely an upgrade for both of you, though you can't use it until 71. Those bracers are also really nice for soloers/duoers.
If you like TSS, then Direwind may work for you as an alternate choice, but there is much less kiting room.
Other things to consider would be working on the Jonas Dagmire's Skeletal Hand augment quest in TBS. Most of those quests can be done with two people, and there is lots of kiting room. The vendor loot sells extremely well (newest expansion, usual SOE rules apply) and the drops for most of the quests aren't so rare that you go insane (though there are a few bottlenecks).
